At common law, maybe the tort of detniue.
Boydfish, if he is here now, could comment as a Canadian lawyer.
At best, this is a PR disaster for CA. Heads should roll and not only ta the highest levels.

Breach of contract, they promised to delivery the bags and didn't. Worse yet, they gave it way.
