How do I tell if I have a smart meter

As I posted on the facebook page last night, I spent far more time trying to determine if I have a smart meter on my electric than I really should have.

Its obviously a digitial meter because it has a digital readout and doesn't appear to have the spinning disk we all know and love from days of yore. However, I CAN'T figure out if Itron's C1ST model of meter is a smart meter or not. You'd think that SOMEWHERE on line it would be relatively easy to determine such a thing.

Can anyone offer advice?

I came across that manual but was unable to get any of it to download. I suspect it was related to the problem I had getting onto the board last night. I see I can click the individual links now. Before I was unable to.

I'll do some light reading today and see if that answers my questions.

Do you get nonsensical bills ?

A friend drove his supplier to distraction by putting enough metal near to block the cell signals...
