Now, i know in Red Storm Rising before the outbreak of war the Americans notice that the Soviets where not as active with their navy as usual and even discovered from satellite photos that Soviet submarines where getting new batteries, now my question is in the Red Dawn verse before the war started the Soviet Navy conducted limit operations compared to regular operations in order to maintain, train and organize their ships for the upcoming battles that would come.

If that happen, there where people sleeping in Washington, a East Pacific Eskadra would be 10 % of the Cuban Missile Crisis as it allowed the Soviets to patrol the East Coast with out a problem.

So they would not react when reports come in that for a month there is no Soviet naval prescience across the globe.
