The Mayor of Pocatello, the Honorable Marva Watson, has issued an official statement:

Mr. Charles White is no longer employed by the city of Pocatello, effective immediately; we have terminated him for gross unsuitability for a law enforcement officer position as specified in the Idaho Revised Statutes, which specifically forbid hiring of any person who has been convicted of a serious or infamous crime by a general court martial while serving in the armed forces. The District Attorney's Office is conducting an investigation of his actions as police chief since the day he was hired to ensure that we don't have any further surprises down the road. I regret that the municipal government has failed the citizens of our city, and we will conduct a thorough review of our personnel practices to prevent this from happening again. We will do better.

Well, now, something must've come up to accelerate the process. Either that, or the Mayor and City Council decided they weren't going to waste any more time.

Kelly is thinking very hard about running for Sheriff. That's wide open now. If she does run, I'm not sure who would run against her. She thinks the Detective who's in charge of the Homicide Department might have a go.

Once CMC verified that White had been OTH'd due to a General Court Martial conviction, that was that.

There's one other possible candidate, and Brad-Kelly's BF, has some bad things to say about him-Brad's had dealings with the guy in his capacity as a State CSI. This guy is a retired Idaho State Police Captain-he ran the station in Twin Falls before he retired-he lives in Pocatello. Anyway, this guy told his officers that the more tickets they wrote, or more assets seized for civil forfeiture, the better their records would be. Several lawsuits have followed, where those folks whose assets were seized got their money and/or property back, and in one case, the judge slapped down this Captain for "Policing for Profit." Brad thinks this guy might run, but not just Kelly, but many of the other deputies, as well as the current Sheriff, have little regard for the guy. Bannock County has not engaged in this kind of conduct, though some city police and ISP stations have. Brad's fellow CSIs have the same low regard, and other County SOs as well.

We don't have that problem up in the Panhandle. Boundary County Sheriff's Department tried to start doing that in the late 1990s, and the recall signatures were collected in less than a week. Sheriff went down in flames, 97% in favor of recall--and HIS OWN MOTHER recorded a radio ad for the recall!

Some news that's related to WW III: Some researchers have been digging in the Soviet Ministry of Defense files, and some interesting things have come up. Air Force-wise? The Soviets, alarmed and yet amazed at the F-117's success, began working on two Stealth Fighter concepts. One was the MiG 1.44, which did produce a mockup, but wasn't proceeded with further due to the outbreak of the Second Russian Civil War in 1989. Sukhoi also proposed a Stealth fighter concept, provisionally designated Su-57. It too, never made it past the mockup stage.

At sea, it turns out that they were working on a successor boat to the Typhoon-class missile subs. It probably would've been called Typhoon-II had it been built-it had 26 missiles instead of 20, but talk that it would've had a silent propulsion system has proven to be just that-talk. The plans just show 26 missile tubes, but apart from that, just a standard Typhoon. It was planned to be laid down in 1986, but wartime pressures forced a delay to 1987. A formal order had been placed with Sevrodinsk's Yard 402, but it was never laid down. Additional SSNs such as the Akulas and Sierras took its place instead.

On land? A tank design with a remote-controlled turret, 135-mm gun, and composite armor was being considered. Provisional designation was T-95, and a prototype was produced. However, the results of Wichita meant that existing designs such as the T-72 and T-80 were badly needed, and this program was not proceeded with.

Regarding the Typhoon II having a silent propulsion system, they were working on one, based on a concept studied by the US Navy in the 1960s, nicknamed the caterpillar. It was a series of impellers in a pair of tunnels running down each side of the boat. It was a neat idea--it was based on how some dams generated electricity, just kind of turning the idea around--but nobody could solve the problem of back pressure in the tunnels while keeping it small enough to fit inside a submarine hull. (Those hydropower tunnels were wider than an Ohio boomer hull, precisely because of back pressure issues; it was a scale problem.)

I've been in some that were slow, and the flatulence was extremely rank. Gas chamber exercises were less bothersome than those.

Two other projects that were uncovered:

Project 1199: The Anchar-class DDGNs: A class of nuclear-powered destroyers designed for air defense of their planned CVNs. Lead ship laid down 1987 at Admiralty Yard, Leningrad, second unit 1988 at same yard. Both cancelled with outbreak of Civil War and material broken up on the slipways. Along with the fifth Kirov-class ship...

Project 11780: Kherson-class LHAs: Two LHA-type ships, similar in concept to the USN's Tarawa class. Ordered from the 61 Kommuna Yard in Nikolayev, but never laid down. These would've been of considerable value, especially in the Alaska invasion, and as ASW Helicopter carriers on the convoy runs. Lead unit to have been named Kherson.
