One thing that needs to be considered is air defense. Either expanding an existing facility or building a new one is going to be noticed by the Soviets. one way or another. And they will consider it well worth attacking. After the construction schedule, defending the installation will be on folks' minds.
If I were the enemy, I‘d sacrifice a few munitions for the chance of offing highly trained military personell.
