I change jobs roughly every 12-18mths so get to talk to recruiters pretty much constantly.
I would say that nailing a CV (and Paul’s example above is very well laid-out; mine is similar in layout if not content) is the single most important thing; coming hot on the heels of that is to get “in” with as many of the relevant recruitment agencies as possible.
These are the people who earn significant commission from placing you in a role. Getting on their radars- if you’ll pardon the aerospace pun- is absolutely essential. Find recruiters on LinkedIn, message them, have conversations (phone calls), get to know them, build relationships. The better they know you the more likely they are to beat you in mind when a suitable opportunity comes along.

I recently (October 1) switched jobs. Headhunter called me out of the blue (used to get two or three of those a month) with a job I was actually qualified for and wasn't contract work, and not 3 hours away. So for the first time in two or three years, I was actually interested in going to an interview.
As stated elsewhere, get yourself in front of headhunters or recruiters. It may be worth the time to post your resume to Monster once you've got it polished. You may not get any hits from it, but for minimum effort, you'll be out there in front of another possible source of interest.
Are there any recruiters out there who specialize in your field and desired location? Just make sure they don't make you sign an exclusivity agreement. Not sure that's legal, but 15 years ago, I had one guy try to get me to sign something like that.
Linked In is a useful site as well. I think, but am not certain, that to really get noticed on Linked In, you need to have a minimum number of contacts, and you need to do some interaction. I usually limit my interaction to congratulating friends who have switched jobs, but when I do that, I feel like I get hit in more searches than when I don't.

It’s easy to make contacts, just search for all of us. Over 5 is the lower bar for the algorithm, and yes make a few interactions, comments, likes etc. For my money the better jobs get posted on LinkedIn and it’s one of the easiest to use.
