Yeah but to be fair I kind of think Rochambeau deserves to be a combat vessel. A frigate would do it.
Negative there Ghost Rider. Rochambeau is Army, not Navy. Name a nice fort after him.

Had we commissioned a ROCHAMBEAU as a combatant, or had she done seriously meritorious service as a transport, fine.

But she didn’t, and there’s plenty of other ships languishing.

Just go for von Stedingk then, at least he fought a naval battle with distinction. ;)
He was also recognized as a hero for his acts during the naval Battle of Grenada fought against Vice Admiral John Byron on 6 July 1779. For his feats in battle, von Stedingk was made a member of the Society of the Cincinnati by George Washington in 1783.[3]

DDG. Renaming INOUE and LUGER to VON STEDINGK and JOHN ERICSSON would work.
