Lower Decks is set in 2380, soit would make sensethat Ceritos was already twenty yars old then. That means Mariner and Boimler could be Admirals by 2401! Or a really old Ensign and an Admiral. While TOS designs hung on very long during the Lost Era, Star Fleet looks to have moved 2370s and 2380s first-line ships (like the SOVEREIGNS, LUNAs and AKIRAs) into second line roles, along with new replacements. An ECHELON or a DUDERSTADT, or even a RELIANT, is a CALIFORNIA replacement in the 2400s.

I can’t imagine either as admirals!
Maybe they’d have been promoted through length of service to lieutenant, but further? Star Fleet has survived a great deal, but could it survive either Mariner, or Boimler as flag officers?

Depends on what they learned as their careers progressed. Perhaps npt Becket, she's kind of a loose cannon, but Bradward has talent and discipline. Boimler could probably serve well as a Commander on an admiral’s staff. Star Fleet just needs to find a way to harness Mariner’s talents.
